EUDR Is Coming. Is Your Matting in Scope?

From 30 December 2026 the EU Deforestation Regulation (EUDR, Regulation (EU) 2023/1115) puts tropical-hardwood products under mandatory due diligence. Crane and access mats in Azobe and ekki are in scope. Mats in 100% bamboo are not.
What the regulation actually does
The EUDR bans the placing on the EU market of listed commodities, including wood, unless they are proven deforestation-free and covered by due diligence. The core of it:
- Deforestation-free, since 2020. The commodity must be proven not to come from land deforested or degraded after the 31 December 2020 cut-off. Older paperwork will not do.
- Due diligence + geolocation. A due-diligence statement (DDS) must be filed in the EU information system before market entry, with GPS coordinates of every plot the material was harvested from.
- Who carries the burden. The operator first placing the product on the EU market does the due diligence. Downstream traders must keep and pass on the DDS reference number.
- When it bites. Large and medium operators: 30 December 2026. Small and micro operators: 30 June 2027. The clock is running now.
The teeth — penalties for non-compliance
Fines of at least 4% of total annual EU-wide turnover. Confiscation of the goods and of the revenue they earned. Up to 12 months barred from public procurement and public funding. Outright market prohibition for serious or repeated breaches.
Covered commodities include wood. Tropical-hardwood crane and access mats — Azobe, ekki and keruing — are squarely in scope.
In scope, or out of it
The European Commission’s EUDR FAQ (April 2026) confirms that products made entirely from bamboo fall outside the regulation: bamboo is classed as a non-wood forest product, not a listed commodity. In hybrid mats, only the wood component stays in scope.

Switching to 100% bamboo crane and access mats takes both the paperwork and the penalty risk off the table:
- No EUDR paperwork. No due-diligence statement, no plot geolocation, no deforestation tracing to file or audit.
